Mobile Home Replacement Program Construction Guidelines

  1. House price cannot exceed $79,000. This program is to provide modest, safe permanent housing; actual price may be further limited by your individual affordability and the amount of your financing.
  2. Modular must have a fully insulated foundation (min.R-19) with a concrete footing at least 4’ below grade. If not a full basement, the minimum crawl space height is 4’. Crawl space or basement must have poured concrete floor. A drawing of minimal foundation requirements is available for the contractor.
  3. No sliding glass doors; hinged patio doors only.
  4. Each home must have an exterior frost-free faucet/hose connection and GFI electrical outlet.
  5. No electric heating systems except where low cost power is available.
  6. Roof pitch must be 5/12 or more; snow load to code for location.
  7. If homeowner is doing any of the work, it must be first approved by North Country Affordable, based on demonstrated capacity and ability to complete in timely fashion.
  8. No work to begin without signed contract in NCAH format.
  9. Your old trailer (and any others on the lot) must be destroyed and dismantled 30 days after house is completed.
  10. No change orders without approval of NCAH. All change orders must be in writing.
  11. NCAH and its agents must have access to the construction site at all times until completion.
  12. Homeowner must provide free and unobstructed vehicular access to construction site, including snow removal, and utilities and bathroom facilities for contractor.
  13. Construction draw schedule will be part of construction contract, signed by homeowner, NCAH, contractor, and funding source.
  14. All projects must conform to local and state zoning and construction lows and codes.
  15. Homeowner is responsible for obtaining local zoning permit. Call your town or village clerk or code enforcement officer, and they’ll tell you how.
  16. Any contract dispute will be resolved through arbitration.
  17. Construction packages submitted to NCAH must detail all work to be completed on the house, full specifications, cost, and who’s doing the work.
  18. Your homeowner’s insurance must name the Affordable Housing Corporation,
    641 Lexington Ave., NY, NY 10022 as additional insured.

Grant assistance may be withdrawn at any time if these guidelines are not followed.
